In clauses (a) and (b) of sub-paragraph (3) of paragraph 5 for the words “3 years” substitute the words “2 years”

REPORT
This is a simple amendment which
seeks to reduce the length of time that Transport and Technical Services are
allowed to operate an animal incinerator on the site.
When the original discussions were
taking place regarding the siting of the animal incinerator at the Howard Davis
Farm complex it was reluctantly accepted by other users of the adjacent site on
the grounds that it would only be in place for 2 years. The agreement was
reached after many conversations and meetings between the parties concerned; it
now appears that those agreements are being reneged upon. I therefore ask that
States Members approve this amendment to revert to the position envisaged by
all parties at the start of this process.
I hope that I don’t have to spell
out to members how inappropriate it is to site an animal carcass incinerator
right next door to the Acorn Enterprises facilities, a project which provides
sheltered work opportunities for people with disabilities.
If members are not convinced by this
short report I would be more than willing to provide further information and
answer any questions. I would also be delighted to arrange a visit to the Acorn
site for any members who might so wish.
Financial and
manpower implications
In my opinion there are no manpower
implications. Whilst I accept that there are financial implications arising
from this proposition, there is no requirement for new money; it is simply a
matter of cash flow. The department will be required to bring forward by one
year any expenditure required to locate the incinerator at a new site,
something which the department is already committed to do.
