PROPOSITION

 

THE STATES are asked to decide whether they are of opinion -

 

            in accordance with Article 41 of the Public Finances (Jersey) Law 2005, to appoint Mr. Christopher Swinson as Comptroller and Auditor General for a further period of 5 years commencing on 1st October 2008.

 

 

 

CHIEF MINISTER


REPORT

 

1.         In accordance with Article 41 of the Public Finances (Jersey) Law 2005, to appoint Mr. Christopher Swinson as Comptroller and Auditor General for a further period of 5 years commencing on 1st October 2008.

 

2.         Mr. Christopher Swinson was appointed for a 3 year period from 1st October 2005 to 30th September 2008 on a part-time basis of 100 days per annum. Following consultation with the Chair of the Public Accounts Committee, Deputy Sarah Ferguson, it is now intended to offer a further 5 year appointment to Mr. Christopher Swinson, from 1st October 2008 to 30th September 2013.

 

3.         Mr. Swinson graduated in Philosophy, Politics and Economics from Wadham College, Oxford University and is a fully qualified Accountant (Fellow of the Institute of Chartered Accountants) and a Fellow of the Institute of Internal Auditors. He has had a career in Chartered Accountancy and has recently retired as Senior Partner with BDO Stoy Hayward, a leading firm of Chartered Accountants. He has held public appointments with H.M. Treasury, the Commission for Local Administration in England, and The Pensions Regulator, and the Audit Commission. His commitments include acting as an expert witness and mediator and lecturing on auditing. He is the author of many professional publications and textbooks.

 

4.         Funding for this post continues to be available from within the agreed budget for the Comptroller and Auditor General’s office. There are no additional financial or manpower implications for the States arising from this proposition.
