COMMENTS
PPC considers that this amendment is broadly similar
in effect to the proposition entitled ‘Electoral Reform’ (Projet No. P.4/2007
refers), as lodged ‘au Greffe’ by Deputy G.P. Southern last year, and which was
subsequently rejected by the States. The Committee remains firmly of the view
that the status quo represents a suitable compromise in terms of ensuring that
voters have been afforded sufficient opportunity to understand the political
issues affecting the Island and its population. Members should consider very carefully
the implications for the wider population of any proposal to allow such persons
to vote with a shorter qualifying period of residence before supporting this
proposal.
